  • Chinese citizens who were born outside the Hong Kong but their parent (mother or father) at the time of birth were already a Hong Kong Permanent resident (PR)
  • Persons who not have right of abode anywhere other than Hong Kong before the establishment of HKSAR

Foreigners (Non Chinese nationals)
  • Foreigners who have live in Hong Kong for 7 consecutive years
  • Foreigners who are below 21 years of age and born to Hong Kong PR, once they reached 21 years they has to get PR under any of the above mentioned Chinese nationals categories else their PR will get ceased.
  • Foreigner born in Hong Kong for parents (either father or mother) who is having Hong Kong PR
  • For foreigners who have lived in Hong Kong for 7 years can get PR along with that they are eligible to participate in any government programs and also they will get right to vote.
  • There is no rule that a foreigner has to stay only in Hong Kong up to 7 years; you can leave Hong Kong on below mentioned conditions.
  • Hong Kong is the primary place of living
  • You can leave for study abroad, for business, for holiday vacation

Note: If a foreigner who did not stay in Hong Kong for consecutive 3 years will lose eligibility to apply for PR.
